It is an open shrine at the top of a hillock across the Bagmati river and contains a tall shivalinga. The plain sculpture is believed to be from the Kirata period ( before 300 AD ) . According to a legend, Arjun ( one of the major characters of the Hindu epic Mahabharata) obtained a divine weapon ( Pashupatastra ) after meditating here.
